Retiring Archive-It version 4.9

We plan to retire version 4.9 of the Archive-It web application on January 3, 2017. Decommissioning 4.9 will simplify our infrastructure and let us move forward with additional enhancements to Archive-It 5.0.

This will not change the regular work of web archiving for most of you, as you have been using the new 5.0 interface exclusively.
